Care Inspectorate – Learning Reviews data report

The Care Inspectorate has published a summary report on learning reviews carried out for children and adults in Scotland. The report draws data from learning review notifications from adult protection committees (APCs) and child protection committees (CPCs) in Scotland. It summarises the characteristics of the children and young people involved including age, ethnicity and type of harm. It also looks at children and young people who died, including care experienced children, and highlights themes and recurrent issues from report recommendations.  Between 1 April 2024 and 31 March 2025, 34 learning review notifications were received from 15 child protection committees concerning 42 children and young people. Nine notifications proceeded to a learning review.

Key messages include: the number of learning review notifications for children and young people in Scotland in 2024/25 was less than the previous year; and the neglect of children and young people was the most prominent type of harm identified in learning reviews for children during this period.
